Shenmue Dreamcast/Saturn dev kit builds, where are you?

I don't expect anyone to have an actual answer to this, but it was something I was thinking about after the discovery of a working build of Toejam & Earl 3 on a Dreamcast dev kit recently. So surely out there somewhere there is the possibility of Dreamcast or Saturn devkits with some kind of build for Shenmue/Shenmue II... Shenmue III?

Anyway, I was curious if anyone had ever heard anything about these dev kits existing in the wild.

There must be something. Somewhere out there... Seems Sega reall takes a lot of care so none of it gets leaked.
I'd really like to play the very early builds of Shenmue I and II and even more so the Saturn version.
