I picked Alone in the Dark (PAL) and then turned the codes off, and started the game without codes. Loaded!

How'd you use the GSL? Maybe I'm doing something wrong.

I tried using some random PAL GS code (for Alone in the Dark) so it could load it up. Maybe I need Shenmue II's PAL GSL codes in order to get it to load? But I can't find any at all.
