Level grind in Persona 4G?

I don't think exp should be adjusted if you aren't where you "should" be... that just seems like babying to me. Kind of negates the point of it being an RPG. May as well just be a straightforward action game if that's the case.
Making sure you don't have to travel far to grind (as in Ys) is a good idea though. You still have to work to level up, but it isn't necessarily just given to you. I like that.
