Thats actually a really bad example to use tho, before the enhanced edition it wasn't available on 360 and people who bought the PC version got all the content and changes that are in the enhanced edition for free and got an instant upgrade the day the 360 version was released.
Its actually more of a western thing, more specifically with PC games and its been happened for a long time, theres always been "GOLD" or "Complete" editions for games like Neverwinter knights, gothic, sacred, even thief.
I do agree though its not a very good practice unless done the way CD Red Projekt did it. Then again its those AAA games that pull in so much market share, so a large group of people are buying them day 1. Then again, REORC made Capcom the majority of its profits by selling a ton of tacked on disc based DLC and 2 millions copies of the base game despite never getting updates to fix game crashing bugs, so its hard to believe consumers really care about fairness or quality.
