Probably not a direct reference but the guy on the cover is sort of wearing Ryo's iconic clothes, Plus, it's a fighting themed game.

Never heard of this game before. The guy on the cover does look quite a bit like Ryo.
Granted the outfit is somewhat common but still a funny find.
