The common understanding, and interpretation, of many concepts oftentimes does not reflect what is found in the dictionary. I'm willing to bet you're able to understand what he meant by fluency -- likely something along the lines of "being able to speak or write a foreign language with similar ease as if with one's own native language'.
Anyway, the only language I speak is English. Although, I have some experience with Spanish, French, and German -- none of which are near fluency.
