You've completed Shenmue 20x and still haven't beaten Chai? Which part do you find so hard? I also thought Chai(a la Lion) was impossible at first, but on my third time through the game I beat him without too much trouble after improving my fighting/dodging skills, I also found the crawl cyclone to be a most useful move since he is always crouched.
