I'm just going by memory here but I think a way you can tell if a sealed PAL dreamcast game is genuinely factory sealed is to look at the DREAMCAST letters on the game's case, IIRC on official PAL dreamcast cases that SEGA used the letters that spell the word DREAMCAST were black while unofficial cases just left the letters blue so if you see a "Genuine Factory Sealed" copy and the letters are blue then chances are it's a re-sealed copy.

Hope this helps.

He'd have to buy it first to check. On top of that, with PAL copies, I know for a fact that it's dependant on the game. 'Dreamcast' is either written in black with no engraving, or in blue with engraving. It's like how some have the stylised title on the spine (like Sonic Adventure), whereas others just have plain white text (like Sonic Adventure 2).
