Sega owns the rights, and they are the publisher for this game.

Do you believe they have something in mind for this year? With Ryo being included in this and with all the support of the community that they will finally do something. It surely seems possible with the next generation consoles entering the arena that Shenmue III is plausible.

All I know is that we can't take our foot off the gas until we reach our destination of Shenmue III. The pressure must continue.

Have SEGA responded officially to any of the campaigns in any form?

Nope. The closest they've come was from their social media team during the latest #SaveShenmue event:

Team Yu wrote:One thing achieved on Facebook during yesterday's event was almost as unthinkable as an overnight Shenmue III announcement: a response from Sega's community team to the #SaveShenmue hashtag. These notoriously ignorant staffers broke character for a moment to actually engage with a Shenmue fan (which we assume resulted in their immediate termination), so lay a cushion on the floor for your jaw as you read this second reply to Giorgio: http://tinyurl.com/segaPRshocker

I'm really surprised that they will show us that they want to use the character in this game but make no real effort to reach out to the community and actually show the fact they listen and to thank everyone who supports it and wants shenmue 3

The Shenmue license is available, as evident with the F4F Ryo Statue, Shenmue Gai, and - as you say - SEGA All-Star Racing. Shenmue III is something else entirely.

Something is surely to be announced this year with such a long wait and the use of the character, statue I doubt we will have to wait any longer. Although they might not have made the money in the first place maybe they have already decided what they want to do with it next.

If they did that would be extremely cheap of them. We got small studios pumping out random costume DLC left and right. If that's gonna be Sega's possible excuse then we live in a sad age. But I'll give them the benefit of the doubt for now and still count on the console release.

I have the game now and I took Ryo for a ride. He's fun to drive and his vehicle is still an awesome idea.
The game is an absolute joy at 60 fps, especially after playing the Android version for so long.
Really a great game to look at and play on the PC, not to mention all the other exclusive characters.

Seems I can't buy the DLC without purchasing the game first. Oh well, I'll wait for the PS3 version..

You can buy the DLC as a gift, without choosing a recipient.
