Here are my questions and issues with the Kickstarter in-game items.

Are the Kickstarter in-game items really "exclusive"?
If not, can they be unlocked in-game without purchasing them?
If not, will they be made available as DLC and in a Game of the Year edition?

Why can't you put all this stuff on the disc damnit?!
I only want the bloody game and its in-game items, what the hell kind of prices are these man?!

Why is the disc $60?

The Kickstarter Edition of Bloodstained: Ritual of the Night won't be sold at retail. It comes in an exclusive slipcase and it's preloaded with backer-exclusive content—the Swordwhip, the only weapon powerful enough to unite Teams Sword and Whip, and a super-secret boss who you'll have to foil to earn it.

The only in-game items that should remain exclusive to the KS are the "backer-only" options.
If you'll notice, the only ones that fit this description are the 'arcane/advanced scroll techniques'.

Obviously, anything goes...but, IMO, we'll probably see the jacket/ phone card options pop up as DLC at some point.

Actually looking at those 2 technique scrolls you mentioned, being labeled as they are 'advanced/arcane' - (which a quick google search for arcane implies 'understood by few or secret') could well mean that you can master these skills naturally in-game, as Mr. Spencer also put it here

As I understand it, the scrolls are just to advance the martial arts experience levels, not actually exclusive martial arts moves.

Still, just a theory until we learn more about the nature of this stuff.
