Anyone know Chinese?

at the official chinese SO site http://www.smocn.com/ , there is only a main page with Chinese on it, and you can't navigate anywhere else. But there is Chinese writing on it which I cannot read. What does it mean anyone?

It may not be 100% accurate, but at least it sticks to the point, I believe.
