I looked to see if anyone else posted about this but it seems Eurogamer placed an article that Platform Nation has translated. (from english?)
it states

The article features SEGA stating that they would likely make Shenmue III a console exclusive if one of the hardware producers (Microsoft, Nintendo, and Sony) were to finance the game.

Interesting...

First I have heard about the console exclusivity deal. All of this news is the most hope we have been given in a while.

After Shenmue II I doubt MS cares,Nintendo would never do it.

Leaves Sony. Except Sony has Yakuza and doing pretty darn well so doubt they are interested in a game series that in their eyes is an old ip that just failed.

Or just MAYBE they want to feed the Yakuza crowd something extra with something compared to it.
Doubt it but who knows.

I said this ages ago, Sega are on about making Dreamcast games on the PSN so they might finish Shenmue through there as a download.

The only people made DC games anymore are unknown third-party (possibly indie start-up) studios. And even they don't look any good..

I guess that he didn't mean that it should be a DC game. Rather that they might choose to continue the series if they already put the DC games there too. Maybe episodic content? A long time ago I actually saw that as a good way to test the waters so to speak. The initial financial risk isn't as big then. The only disadvantage is that episodic games don't seem as "exclusive" or fully realized compared to normal releases.
