I think it's possible to achieve that detail for main characters, much like how Ryo and the core cast looked better than the average NPC in the original games. They're using a similar system in Shenmue III, with Ryo and Shenhua being, in Yu's words, "A-class characters". That level of detail in all characters would be insane and impractical, but for the two character models you'll be seeing for the majority of the game? Sure, they could easily spend the extra time making them look good and not drastically impact the game elsewhere.

I think if the model had a stronger jaw and nose, slightly more defined eyebrows, and a
slightly wider/higher head, it'd look pretty on-model for Ryo. Hands, jacket, jeans, shirt, etc all look amazing and on-point though.
