It's neither.
Looks like a lock-on indicator. There's also a forklift in the background, and what look like newspapers on the floor.
The move Ryo is doing looks really similar to Akira's Houken at 1 minute 54 in this video:

Hopefully this will suffice until Switch's thorough (and correct) translation in the upcoming blog post, but I used Google Translate's image scan function on my phone, and apparently the kanji next to Ryo's health says "breakthrough." I couldn't get a read on the enemy's one

This screen is still work-in-progress and "are" subject to change.
Maybe they were planning to release more than a single screen and eventually changed their mind, but still they should know that world is observing each and every bit of info related to Shenmue III very closely. Apart from that typo, it's nice to see updates starting to look more professional.
The screen looks good too and another stretch goal reached. I think this might be one of the best updates yet.

Well, I'm going by my knowledge of Chinese here, but 打開 means "to open". On the right side, we have 敵, which simply means "enemy". Obviously, it just means that's that particular enemy's health bar. I do wonder about that "open" thing, though...

The screen looks so bloody good. The game is really coming together now and I cannot wait for the final product.
