You could always unplug the Ethernet cable. I have no broadband and by extension no xbox live connectivity and my boot times are fast.
It's normally plugged into my Roku. Just once in a while I plug it in the xbox to get demo's
Doesn't matter now anyway my 360 pad broke and can't get a new one so whatever
