While the singer from Loudness is the vocalist, I'm pretty sure that Kiyuu mentioned that the bass player is a SEGA employee, and someone said that the whole project was a tribute band to 80s American metal.

from a guitar players standpoint I love that riff and the solo....awesome, spot on! That's gotta be my favorite hair metal song from a game. The game of course has the best music period of all games, although MGS series is a close 2nd.

No kidding. I could practically see Poision playing this song circa 1988.

The problem I have (other than the fact that I hate hair metal, hahaha) is that it seems out of place with the rest of the soundtrack. An American style rock song doesn't fit, even for Joy's rebellious character, and it makes me laugh whenever it comes on.
