Yeah, I always wondered this when I was younger, but I came to accept that the slot house is basically a self-contained extension of capsule toy machines with a much higher risk/reward ratio. You can win a variety of prizes (including certificates and little replica cherries, etc.), too.
Then there's the added fact that if you were to exploit the game by getting a big win on the slots, saving your progress and then reverting to your previous save if you lost money, you could make so much money that Ryo could easily afford the pricey trip to Hong Kong, as opposed to the cheap boat ticket, which goes completely against what the story intends. They always could have implemented a system whereby you can win only a certain amount of money from the slots before being barred from using the machines, under the guise that Ryo might be becoming 'addicted', however
Hearing "I can hold your leftover tokens for you" still makes me shudder, though
