It seems pretty obvious that she's not. I mean, I don't see why anybody would think she really is. Clearly, it's just the Shenmue series referencing itself in a humorous way. It's like her cassette tape that you can buy, even though she said she's never been out of Guilin, and most assuredly has never been in a recording studio in her life.

You obviously skipped the conversation option in Guilin when you ask Shenhua about modeling for the Japanese candy bar wrappers.

I figured you couldn't transfer over your Shenhua candy bars nor your Shenhua cassettes because you really meet Shenhua in Shenmue II so those "non-canon" items ought to disappear since they'd break the 4th wall too much when you actually are with Shenhua.

They may have actuallly changed the chocolate/caramel bars and the potato chips in S2 for this very reason But at the end of the day, it's a similar case Sonic and Virtua Fighter capsule toys existing in 1986 and Ryo having a Sega Saturn - you probably shouldn't think about it too much

No Ryo just happens to live in a world where Sonic and Sega Saturn were released in the 80's. Those are canon. The Shenhua snacks are not canon because they're 4th wall breaking since they're reference Shenmue itself as a product.

This is meant to be a silly post, but if you want an honest explanation you should probably go with something like this.

Ryo is not in the right state of mind after his father's death, and he's been dreaming about this girl that he never met in his life. When he looks at the candy bar, maybe he 'thinks' he sees her on it, even though she's not actually there.

Next, let's discuss how it's canon that Yu Suzuki is some kind of powerful overlord that demands you have his name on all televisions located inside of a bar.
