Kiyuu said in another thread, that it was something to do with the Chinese new year. Ryo is dressed up as a monkey and it is the 'year of the monkey' in China.

I think it say's something along the lines of "Hoping 2004 will be a great year for Shenmue".

Actually, it's supposed to be a parody of the famous "Three Monkeys" in Japan like this.
