I mean, sure you can accept that Shenmue came from the Dreamcast and Saturn era and that Sega feels a lot of animosities for developers and games of that era, and you wouldn't be completely wrong. But the most basic reason is that of money. If Shenmue 3 were to have extremely high sales of 2.5-5 million dollars (it won't) SEGA would for sure open their eyes and be more helpful for the future of Shenmue. As it is right now, they let Yu borrow the Shenmue license, sit back, and watch from afar without having to really pay any development or marketing costs.
